Participatory Budgeting: Putting Power in Your Hands
My top priority is bringing participatory budgeting to District 7. That means I’ll hold regular town halls and post polls on my website so you can vote on what matters most when the city budget is on the table. Whether it's fixing roads, funding public safety, or expanding green spaces, I’ll take the top ideas from our community and fight for them at City Hall. Every District 7 resident who wants a voice will have one—because our tax dollars should reflect our shared values, not backroom deals.
Protecting Women’s Rights & Healthcare
I am a strong advocate for a woman’s right to choose. I will work to ensure our police and sheriff’s departments are not used to arrest women and doctors for making personal healthcare decisions.
Addressing Omaha’s Homelessness Crisis
I will push for real solutions, including affordable housing, mental health services, and effective outreach programs. We need leadership that takes this issue seriously and prioritizes action over neglect.
Strengthening Public Safety & Neighborhoods
I will work closely with law enforcement to ensure they have the resources needed to keep our neighborhoods safe. Crime prevention, smart policing, and community engagement must be priorities.
Fixing Our Streets & Infrastructure for Everyone
I will fight for immediate improvements—better snow removal, pothole repairs, and safer intersections. We need traffic studies to improve safety and usability as District 7 continues to grow.
Fighting Fear-Based Politics
I will stand against the demonization of immigrants and work to ensure they have access to legal protections, community support, and opportunities to thrive. I will champion policies that promote diversity, equity, and inclusion across Omaha, ensuring every resident—regardless of race, background, sexual orientation, gender, or disabilities—has a fair shot at success and representation in city decisions.
Responsible Budgeting That Puts People First
I will fight for a budget that prioritizes people, not just numbers on a spreadsheet. Smart investments in public services, infrastructure, and safety will ensure District 7 gets the attention it deserves.

Tim Carter – a Bold Progressive for City Council, District 7
Tim Carter is a lifelong Omahan who attended Westside High School and is dedicated to strengthening the community he calls home. He has led parent and school organizations across Omaha, including in OPS, District 66, and now District 7, where he serves on the Manchester Park HOA board and as President of the Manchester Elementary PTO.
With over a decade of mentorship through Partnership For Kids and Teammates, Tim has been committed to empowering Omaha’s youth. He also serves as Chairman of the Westgate Westside Athletic Association, helping shape Omaha’s next generation through youth baseball and softball.
A compassionate and pragmatic leader, Tim understands the challenges facing District 7 and isn’t afraid to take on the tough issues that need real solutions. His leadership in neighborhood and community organizations has given him the experience to advocate effectively for the people of Omaha.
Tim is a devoted husband to Natalie and father to Regan, Henry, and Lucy. The family, along with their two dogs, Salem and Ivy, is proud to call District 7 home.
With a proven track record of leadership and a passion for service, Tim Carter is ready to bring his dedication and experience to the Omaha City Council.
